21w07a feedback: make Coal more common

The current ore spread seems sound for the most part. The main problem is coal is far more rare now. The areas where coal generation is most dense rarely have stone for coal to actually generate in.

  I think this is because coal is intended to be mined around surface level and in mountains (which have yet to be added)

  A more efficient furnace could be added to compensate for coal rarity.

  Burnable ash could also be added as a fuel source.
