Aquifers need less transitions so we could actually raft through them

I understand that the water levels are local, but there really shouldn't be changes in water level every 50 blocks, especially when the actual water level only changes by 1 block. Changes in water level should only happen every 200-500 blocks, and the actual water level should change by 10-30 blocks. Not only would this prevent strange bars of stone across the water, but it would also make aquifers much more suitable to boat through.

  I think the limited prevalence of caves large enough to raft through cant justify changing the aesthetic of them as they are currently. Although I am for any change that will make them look (even) better.
