At present, the use of portals requires stepping in and watching a loading screen while the environment loads. There are mods that fix this behavior, such as "BetterPortals" for 1.12 servers and "Immersive Portals" for 1.16 servers, but I'd like to see this be the default behavior of Minecraft without mods.
Without having to go through a loading screen it would mean that the chunk on the other side of the portal would be loaded allowing you to look while you leap, but it would also mean that mobs could see through and pass through. It would also make it possible for structures to make use of portals in new ways, such as building a giant nether portal and having a castle peak pushing through into the other dimension.
This would require small changes to the way portals work. At present if I enter a nether portal and turn back around I could end up at the portal in someone else's base, as an example, but since mods can do it obviously it would be possible in Vanilla Minecraft. If it turns out that this idea would eat up system resources, then it could be a setting that the server operator would need to have turned on.
