Press F4 for Toggleable Night Vision in creative/spectator mode

The new caves are really cool, but it's annoying to drink night vision potions or type a long command just to see them. It's also tedious to clear night vision with milk, and getting or clearing night vision in spectator is needlessly complicated because you can't even drink potions or milk in spectator mode.

To kill all of these birds with one stone, just add toggleable night vision by pressing F4 in creative/spectator mode, or in survival if commands are enabled.

  Bedrock doesnt even have spectator mode anyway so I think this is a good method for doing this. Maybe even just make it automatic when you enter the mode? I cant see any utility for not having it other than viewing a mob farm or build as it is naturally. Would help for spectating worlds that hardcore players have died in too.
