Suggestion
Reworking mobs spawns has always been a controversial topic in the Minecraft community. Mobs spawns are tied to light level, and this comes with what most players would consider a side effect. You simply can not build dark structures without dealing with a constant onslaught of mobs. I still believe ofc that mob spawns should be tied to light level. That's the difference of seeing mobs during the night and none during the day, but to deal with this issue, I think there should be another mechanic at play. Player Traffic - As players spend more time in some region less mobs should spawn in that region for as long as players are active in that region. Light level is very atmospheric and to disincentivize the player's ability to manipulate it as they wish is counterproductive to player's ability to create exactly what they want.
Conflicts
I understand this may conflict with existing mechanics in the game such as regional difficulty and mob farms. For instance, in the case of mob farms, perhaps a kind of dim light source can be added that acts as a catalyst for mob spawns nearby that cause it to ignore player traffic (Terraria has this in the form of a water candle). Ironically, it would be very fitting for the catalyst to be a light source. Player traffic and regional difficulty both seem to work in opposing directions. Personally, I think players should be rewarded for spending time in an area, not forced to abandon their builds because mobs there have gotten to strong.
