The Caves & Cliffs update is adding awesome Cave Biomes, but no Cliff Biomes (That I've seen).
A Glacier Biome would have two layers, the bottom one being icy caves, full of strays, and the top would be a thin snow block layer, with sporadic crevasses to the caves covered in powdered snow.
This biome could spawn in between the current mountain biome and any cold biome. Harvesting packed ice and blue ice would be simpler, or as simple as you could get while fighting strays on thin ice.
Block List:
Snow Block, Powdered Snow, Blue Ice, Packed Ice, Ice, and Bone Blocks.
