Hi, I believe that in order to cater for the upcoming height limit increase in 1.17, the Mojang team could seperate generation in to four seperate vertical layers. These layers will all be 128 blocks high (assuming the new height limit will be 512) and will roughly separate generation of the deeper caves, near surface caves, surface and hills, and mountains. Chunks within these layers will be the same size as normal chunks, being 16x16 blocks.
This idea, of course, is to save performance on generating huge amounts of blocks at once. With this feature, only two vertical layers would have to be generated at a time, and if the player were to go higher or lower, the missing layer/s would generate. Therefore, the normal amount generated prior to the height increase would still be generated, putting less strain on the hardware. More or less vertical layers could be rendered depending on the player’s choosing, but the amount generated at one time remains the same. Layers generated depend on the player’s position.
