Drowned not able to turn Villagers to Zombies by throwing Tridents

I think it doesn't make sense so how about Drowned and Zombies in general can only turn Villagers into Zombie Villagers by attacking with melee attacks

    the chance of this event is extremely small. the trident must have a channeling enchantment. and must be thrown at the villager during a thunderstorm. and still the event has not a 100% chance
