Harming II Arrows are likely the strongest items ever introduced into Minecraft. End Crystals are also problematic, but that’s not the topic at hand. I have seen posts about the need to nerf Harming Arrows, but none seem very convincing.
Harming II Arrows deal 10+ damage when they strike an opponent without the use of a power-enchanted bow. This means they can eliminate an opponent with two arrows. Because the tipped arrows use the Magic Effect, Armor does not protect from the damage and will not prevent a player from taking the same damage. The addition to Minecraft that brought Piercing IV now means that shields are useless against Harming Arrows. This ruins PvP combat, because it becomes purely a competition of who can fire 2 shots first.
I would recommend that Mojang nerf the damage by at least half on both levels of the Harming Arrows, Harming II and Harming I. I feel this would return PvP to a more skill based aspect of Minecraft. Arrows are not meant to be Death Star lasers, merely a support weapon in fighting other players or mobs.
