Powder Snow Golems/powder snowballs

Powder snow golems could have less health points, but throw powder snowballs that slowly freeze it's target. That said, powder snowballs could be obtained by breaking a block of powder snow. They give the freezing effect and but don't knock back.

I feel like these golems should not only freeze enemies, but also give them slowness. Also, this should be moved to "Caves and Cliffs" (probably)
