This idea is relatively simple really, but if you were to throw a splash potion of poison onto any existing plant block, it would stop growing. This means blocks like vines, saplings, crops, sugar cane, berry bushes, bamboo etc. When hit with the potion they would have some very minor texture difference to differentiate, but would mostly look the same.
I believe this would add a new dimension to potions, as currently besides specific circumstances potions aren't really used (by most players). Adding uses such as this encourages large scale potion brewing for building-oriented players.
Any builder will probably see the appeal in this feature, removing the need for ugly string in cases, as well as opening many new possibilities.
Alternatively each plant could perhaps need to be crafted with honeycomb (similar to copper) to wax it, either as well as or instead of this feature. As a sort of easter egg, perhaps during raids witches could throw poison onto village crops to kill them.
