Powder snow layers

Nothing too much, just that layers of powder snow would be intresting. The smallest layers would act like soulsand, just slowing the player down. Only larger, like 8 pixel tall layers would be able to freeze the player

  Powdered snow layers should also be transparent, for example, if you had one layer of powdered snow laying on top of a block, you would be able to see a little bit of the block underneath. This would be amazing for decorating areas you want to have snow, but not too much snow.
