Difficult idea warning. You should be able to "turn" beacon beams from the vertical to the horizontal by placing an amethyst crystal/block on top of a beacon. This would change the range of the beacon effect, to extend it in the direction the beam is turned. The classic range would be diminished drastically to compensate, and the range of the effect would diminish as the distance between the beacon and the beam increases making a cone or wedge shape, or just cut off after a certain distance to make a rectangle (if the effect range is not affected by Y value), or a cylinder centered on the beam, and the cone end or cylinder end would be dependent on the beacon level (like you need a full 9X9 beacon to get haste, so you need one to get (180?) blocks in a certain direction. An addition to this idea is to use an amethyst block (if those exist (if they don't it would be a "condensed" version of amethyst (like a quartz block))) to "cut" a beacon beam. It would continue into the sky, but also be "turned" in an X or Z direction. This would give the effect both around the beacon and around the beam. The distance for the normal and "cut" version would be halved if the amethyst block is used.
