    I think you can already do this, by adding an enchanted book that has the desired unbreaking level to the shield in an anvil. if you were to make shields enchant able directly from the ench. table, it would be kinda OP, since you would have a 100% chance of getting unbreaking. to make it less OP, you could add other enchantments, like "ironwood" that reduces the chance of axes disabling shields, or "rebound" that increases the distance projectiles that hit the shield rebound. stuff like that would be helpful in combat, in addition to more unbreaking.

    Some more ideas for shield enchantments (These involve direct contact, as in shooting a bow, crossbow, or throwing a trident, will not trigger the enchantments):

    Thorns, can't be too OP, but basically hurt you if you make contact

    (I can't think of a name) will push whoever hits it backwards a bit, kind of like knockback but on the defensive side. 

    Flaming, sometimes lights attacker on fire, fire will not do a ton of damage or last too long

    Freezing, gives slowness to attacker

    Not an enchantment, but what if you could like "ram" your shield into a player, it would knock them back, do a little bit of damage, and would still use the enchantments.

    Maybe a 'repel' enchantment. All projectiles launched at a sheid will bounce further depending on the level of repel applied. For example, Repel I pushed projectiles 10% further. Repel II pushes them 15% further. And finally repel III pushed them 25% further.

    This could be useful in a minigame to create some kind of volleyball game.

    Or, it can be used in pvp.

    I suggest this because if we throw a ball at a flat object, it will bounce off it, so surely we can have an enchantment that allows projectiles to go further...
