Waterlogged Mineshafts

Now that rails can be waterlogged, mineshafts should no longer be cut off by water, and generate flooded instead. This would add more variety to the mineshaft.

    These already exist. Go into the ocean and look in the underwater caves, and you'll eventually find one.
