  I feel like this would be good for 1.17

  it would be made with hard to find resources so it would be late game 

  for example, netherite ingot with two Diamonds amethyst shard, fishing rod etc

  I would instead have it so ropes can be attached to arrows and then shot. It wouldn't shoot you up there, but once the arrow is attached you can climb up the rope

  They have a mod that would be the perfect example. It uses a lead and a pickaxe. It was only for 1.12 though. If you threw it it would wrap around tree limbs before attaching.
