    Also it also generates freezing underground rivers made of silt, a new mudlike ice that if you fall into it you may get stuck as it pulls you down, if your unlucky to, it also inflict a new effect called freezing where your heart turns blue and you start taking damage until you die. The longer you stay, the greater the damage you take, also you can avoid falling by using frostwalker boots.

    Merging with another post I've just read, this caves, if intersecting with the surface (or maybe any block of air a block above it on the Y axis) should generat powdered snow, like, you're walking without leather boots and is just straight up sucked into an icey cave... Then, below certain Y level, it would replace powdered snow with the very-thin-ice-that-breaks-when-stepped-on, thus creating the falling effect.
