    The luminescent ink can be applied in the crafting table (surrounding a block with 8 luminescent ink sacs) and the lighting effect gets lost when the block is broken without silk-touch.

    what if it was some sort of die and there was a special table and you could use the ink to make your own custom designs  on armor or weapons also could glow in the dark so it could light up the mining passage or in the ocean

    It can drop prismarine, to make the sea lanter, but in a lower rate drop

    Maybe, to make it not be too op, have each ink applied to a block only raise the brightness by 3 or 4 light levels, so you have to apply more in each block to make it actually glow brighter. That way, it won't replace torches or other light blocks, but would still be useful for builds.

    It should drop the components to make the sea lantern, this approach is too OP

    I was thinking the drop would be a glowing ink sac or something like that and it would be used like a dye , so that means you could put it on banners , wool , beds , carpet , maybe shulker boxes , maybe but probably not glass , and maybe leather armor . As for the glow I was thinking it would look whitish with a little blue and purple , I want to call the color fluorescent but I don't think that would be what I am thinking .

    I think it should drop a glowing ink, 9 of which can be crafted into a glowing dye that can only be used to dye leather armor and banners, each dye = 3 light levels, at a Max of 4 dyes on a banner and 1 dye per armor. The banner could max at a 12 light level close to but not as good as a glowstone/sealight, and then the dyed leather armor would make it to you could be a moving light source, would help too much with spawns as they already don't spawn close but it could help with seeing in caves/the night without having to place torches

    same, would make up for the fact it dosen't even really glow.
