    This is also very important for non-spawner based mob farms (e.g. creeper farm, wither skeleton farm, etc.) since the farm depends on restricting where the mobs spawn.  This would be excellent for servers where people want to build such mob farms.  As of now, having even just one other person in the same dimension on the server with you, but in a non-spawn proofed area leads to a considerable reduction in farm efficiency.

    I have been wanting something similar to this for a long time. However, I think an area based system rather than a player based system would work better.
