Enderman should have an Effect

I think that since the Enderman have such and adversion to water and that reminded me of Rabies i though that the enderman should have an effect that they can give to you that when ever you go into water or it is raining you get hurt by it and it should be transmitied when they hit you but you only has like a 15-30% chance getting it every time they hit you and it can get upto a level of 3 but if you have it. It gets harder for you to get it or it to level up also it should last like 1 minute 30 seconds to 3 minutes not sure what it should be called though
