Stone variation mined without silk touch should drop cobblestone variation

I think it makes no sense that the stone block variants (stairs, slabs) would give the item, when mining stone you get cobblestone, so when you mine stone stairs without silk touch, you get cobblestone stairs, and when you mine it with a silk touch pickaxe, you get the stone stairs
