Currently, the deepest parts of the Minecraft ocean are empty. I think a neutral fish type mob would add some interest and a mysterious variation to the deep ocean ravines. This would not directly change the danger/balance dynamic of the ocean biomes, but add some ambience to the lowest parts of the ocean. As an example, I have designed one kind of mob that may inhabit these dark regions.
The Deep Sea Spyfish:


"The Spyfish may look intimidating from a distance, but up close it seems (mostly) harmless."
The Spyfish is a medium/small deep-sea fish which would inhabit the deep ocean ravines. The design was intended to be something more fantasy/less realism based, to follow the theme for non-peaceful mobs. It has fake eyes, which would be a weak light source. This seemed more unique than the usual anglerfish style feature. The glowing 'eyes' also mean the fish can drop glowstone powder, which provides a more reliable (still slightly dangerous) overworld source of glowstone, than witches or villager trades. This opens possible potential for farms.
Spawning: Groups of up to 5 in water below roughly y=25. This would mean it primarily spawns in ocean ravines, and provides a dim light to underground cave pools.
Behaviour: Will attack a player if hit. Nearby Spyfish will also target the player. This could prove dangerous to careless players, but it should not be hard to avoid accidentally aggravating them.
