I think it's safe to say that Legging have gotten the shorter end of the stick when it comes to armor. Sure they provide the second-most armor, but they don't have anything that feels special. Helmets can give you Respiration/Aqua Affinity, Boots have Feather Fall/Depthstrider/Frost Walker/Soul Speed, and Chestplates are again the highest protection you can get. So what does that leave Leggings in terms of its niche? Well, my thought is that it's niche could be Transportation/Riding! Since this piece of armor is what you use to sit on horses, minecarts, and boats, its enchantments could benefit these activities.
Some random ideas off the top of my head, there may be some other good ones:
- Conductor: You accelerate minecarts you ride as if they're on powered rails.
- Rider I~III: Horses you ride can move faster and jump higher, the amount of which depends on the level.
- Sailor I~III: You can move and turn faster in a boat.
- Nether Rider: Horses you ride can run on lava and and don't take fire damage. They occasionally set fire where they run.
- Lava Sailor: You can safely sail a boat in lava.
