Ancient Debris is great. I don't think netherite should be obtained any other way. However, pure netherite was said to have existed long ago in world of Minecraft;
"Pure netherite—the strongest, most durable material in Minecraft—is no more. Piglins mined it all out. "

I think, as a creative building block only, there should be a ore that has a texture like other nether ores (it forms in netherrack and has a unique texture). It is called pure netherite and it acts like iron or gold; breaking gives you the block which can smelt into the ingot. Alternatively to make it non-creative-exclusive, it could be craftable with 1 netherite ingot and 8 netherrack surrounding it to get this 8 of this block.
I've already said it, but to be clear, this WOULD NOT GENERATE NATURALLY. This would be a nice looking building block for maybe a nether mine build.
