I feel like this happens a lot more often than it should and a majority of the time it just gives the player an unfair disadvantage for the rest of their Nether experience. The Soul Sand Valley is by far the most difficult biome in the game to traverse and having your nether portal spawn there usually means you're stiffed from the start and might as well just make another portal for the long-term and hope for a more accessible location.
An extra bonus of making the Soul Sand Valley much rarer to have your portal spawn in is that it would incentivise continuous exploration by making it so that this particular biome has to be actively located by the player. This change would improve the Soul Sand Valley to become more elusive and mysterious, helping the biome to become a willing challenge that an active player can seek out and consciously prepare for rather than just randomly inconveniencing them.
