Both the End and the Nether have been known to be desolate wastelands since they were implemented into the game. However, with the recent 1.16 update, this is no longer true for the Nether.
It is inevitable that the End will come in turn for another update. Though I think it should not be given a complete overhaul/given any sort of new living creatures or biomes
The End is supposed to feel like exactly what it is- an expansive void, cold and unable to sustain life (with the exception of the few creatures and such that already call it home.)
The End is meant to be simplistic, it is meant for a very small set amount of goals- all of which have value. If given more to do, then what is the value of the things that you are meant to go there for? If you are able to find food and other resources there, why not just make it the Overworld 2.0? The goal of the End is to get what treasures it holds and get out, you aren't meant to be able to reside there 100% of the time.
If the plan is to add a bunch of new content, you might as well add a new dimension so there is more room for expansion and an old concept know by many as so simple wouldn't become so complex and busy.
