Make Custom Colors available for team colors

Currently, there is custom RGB Chat in 1.16.

What I think would add to that is the ability to apply the same feature to scoreboard teams. I think the premise is very basic and would work well with the current RGB chat introduced.

Honestly yeah, I was playing around with scoreboard teams, while making plugin for spigot, I noticed that we can not use hex colors as a team color property. I hope the developers could add this as an option it would be so cool to have the nameplate(name above the players head) colored based on the teams color.
