Flower Forest Generation, not so hilly please!

Why are Flower Forests so hilly? Maybe some could be not so hilly. Regular oak and birch forest have a variation. Why not Flower Fores

I have been a player since the very beginning and have always built my bases in a Flower Forest when they started to be a thing in Minecraft. Just love them! But please, enough with all the hills!

You clearly don't understand. In China, the geographical features as well as the geographical features in the Himalayas are hilly and even craggy. The cherry blossom biomes are common in China and Japan.
