Datapacks should be able to specify what dimension raids can start in

Looking through bug reports for why I couldn't start a raid in the nether, I discovered a report was made about it and was closed as Working as Intended. So, since raids in the nether are not likely going to be added (although it should due to people living in the nether now), I would like to suggest allowing datapacks to have a json file which can specify what dimensions a raid can start in. This can be used to turn off raids in the overworld or end, as well as adding them to the nether and any custom dimensions that are made.

    if you are on java you can change this by creating a custom dimension to override the nether and setting the "has_raids" to true but keeping the rest of the dimension the same. you can get the default nether settings on the wiki (note this feature is currently experimental)
