Imagine a world in structure similar to the Nether, but the difference is that there will not be much space in the middle. Here is the Nether - bedrock / blocks / free space / blocks / bedrock, and this is the Underworld - bedrock / blocks / bedrock. Well, of course there will be a little bit space like in caves. For example, near the portal. (Otherwise, you just get stuck in blocks).
The basic idea of the world is that chunks will not be preserved in the memory of the world. Those, if the player moves a certain distance or just leaves the world and then returns, he will he will already find brand new chunks. (actually, I don’t really know how this will affect FPS or world generation performance)
For what? Building or storing things in this dimension is dangerous because everything can just disappear. So this world is not a substitute for a Overworld.
Then why should I go there? Endless resources and some more content.
I think that it should be easier to get a lot of resources at once, but it will cost more than in the Overworld. Blocks here stronger than ordinary stone. Maybe different type of stone, like the Netherrack or End stone. So you need pickaxe better than iron (or something like that). And the regenerating chunks will allow you to mine resources indefinitely (this is useful if you don't want to build an iron farm)
I have some more ideas for this world, but I think I almost exceeded the character limit...
