Adding dancing achievement

In the new snapshot for 1.16, the piglins dance sometimes when they kill a hoglin. And my idea is to adding a achievement where you must see/join a piglin dance and so you unlock a dancing competence (like a new key in the controls)!

  Fantastic Idea! Not sure how that'd work, but it's great anyways.
