It could function as sand in Nether, with one key difference - in it's raw form which we could find in nether, it could be affected by gravity... in the opposite direction other sand or gravel blocks are... so they could "float".
In my mind this sand could be bright blue or bright purple, and generates on the ceiling of the nether in Warped biomes. We have so far just Warped Forest, but I could totally see a Warped Flatlands with very little Shrooms but very sandy ceiling, and maybe even structures which would be upside down? Or just connected to ceiling?
Above the block, if we dig through surface block of the ceiling, we could find Warped Sandstone - Bright Blue/Bright Purple variant of the Sandstone which would behave like other blocks. It could be also fitting material for new potential structures in Nether.
You could combine Sand/Red Sand, Warped Sand, some redstone and maybe Ender Pearl to create new redstone component: Gravitational Block.
On receiving Redstone signal, Gravitational Block either floats of falls depending if it's supported on it's bottom or not.
This could be another interesting way of creating functional gates, it let's you send redstone signal through Y axis upwards AND downwards, could be used as alternative for redstone cloaks where the block would bounce between blocks...
