The Red light block is a block that gives off redstone signals based on the light signal of it. It can reach up to 16 blocks radius of light. The closer something is to it the stronger the signal is. Let's say I have a redstone line that is about nine blocks wide and it powers the Red light block. The red light block will give off a light signal of 7 from a radius of 7 (16-9=7). The further down the light goes, the less strength it gives off. By placing blocks around it, you can guide where the light signal is shown. Now, the question is how does this work. This seems too far fetched. Well, if redstone ore lights up, so can this. Redstone, by nature, has light mechanics. So, the Redlight block is practical. A chain of Redlight blocks will just degrade one anothers' strength, going down. Now, if a repeater were in the signal, then it wouldn't be degraded. Anyways, this is basically a light based redstone block that emits a red light.
The texture should look like a sea lantern mixed with a redstone block. It looks very flat on the texture, though. It has a stone outline along the edges by one pixel, but when two blocks are placed next to each other, it connects, making the outline in the middle of the blocks disappear.
