    I think 8 xp might be too much for new players. Maybe a bit less, and also add levels of infinity that act like unbreaking, in that it is only a chance to use xp. Plus, adding to the xp cost of the bow would make it so you could never repair or add to your bow again in the future. Mending should also be allowed again on bows, as it is not op, just time-saving and convenient. All of the other mutually exclusive enchants make sense to me, except this one.

    Your suggestion would make arrows even more useless than they are now. Now you'll at least need 1 to fire an infinity bow. (And making an item useless is further away from what they likely want)

    I'd suggest making infinity like unbreaking instead; It gets 3 levels, giving it a chance to not consume ammo when fired. Then extend it to also includes potion arrows. Doing this would make the system would be a lot better.

    A single stack of arrows(takes up as much inventory slots as the singular arrow) could fire around ~4 stacks worth of arrows.

    A single crafting instance of a tipped arrow would give you ~32 tipped arrows worth of shots. Which suddenly makes that dragon breath nearly worth it.
