Make arrows optional.
If a Bow has the Infinity enchantment, you shouldn't need to have an arrow in your inventory. However, if you do have arrows, they should be used up before firing Infinity Arrows. This change synergies well with the behaviour of tipped arrows, increasing parity between their behaviour and the behaviour of regular arrows.
Make Infinity Arrows cost xp.
There should be a source and I believe this source should be the player's xp bar. Anytime a player shoots an Infinity Arrow, 8 xp should be deducted from their xp bar. This xp cost is the cost added to a Bow's enchantment cost with Infinity applied. Continuing on this theme, for every level of Power on this bow, there should be an additional 1 xp added to the cost of each arrow as each level of power adds 1 to the enchantment cost of the bow. If you were to apply every legal maximum enchantment to an Infinity bow, it would cost 27xp to fire a single arrow. (This is equivalent to defeating 6 adult zombies). I believe this cost to the Infinity enchantment will create a much better balanced system, while also giving players something to do with their vast amounts of xp they tend to accumulate.
Graphical Arrow Differences
Time to get creative. Arrows that are retrievable, arrows shot by hostile mobs and arrows created by Infinity should be more easily distinguishable. This is more of a minor change, however, would certainly be a great quality of life change to see in the game.
