Currently glowstone, sea lanterns, end rods, redstone lamps, jack o'lanterns, fire, lava and torches all emit similar light levels of 14 or 15. That isn't so interesting as a mechanic and it limits control of mob spawning and building options. End game items should be more useful than torches.
I suggest that the more expensive items should emit more light. For example, torches stay at 14, lava and fire at 15, jack o'lanterns drop to 12, glowstone and redstone lamps raise to 18, end rods to 20 and sea lanterns up to 22. At those levels, sea lanterns would prevent mob spawns even hidden behind trap doors and chests to allow more building options.
