The addition of a hostile food source really fits the Nether, providing a challenge for those who want to live there. However, there's nothing stopping players from skipping this by bringing Overworld animals into the Nether and breeding them there.
Minecraft is all about freedom, but introducing gameplay features that can so easily be invalidated by old ones seems pointless. Sure, Hoglins give you more meat and also sometimes leather, but just having a regular cow farm that's efficient enough could easily sustain anyone with no trouble at all.
The idea:
When Overworld animals are brought into the Nether, they should be too scared to breed. Animals tend to act panicky in unnatural situations, so it's easily justifiable. That way if you want a true Nether farm, you have to use Hoglins and overcome using a hostile mob as a food source.
Details:
As an indication to the player as to whats going on, maybe when you try to breed an Overworld animal they shake a bit and/or emit broken-hearted particles instead of regular hearts. I even made a quick mock-up:

Also, I specify animals because I don't think this should apply to villagers. That way players can still have Nether villages.
