Better Fences - Connection Chopping

Add the ability to "chop" fence connections with axes. A small simple change.

Much like the current function that allows axes to strip the bark off of logs, the feature could be slightly altered to set directional connections of a fence to false if a player right clicks that side of the fence block with an axe, additionally the fence update behaviour would need to be changed to not update connections in that direction until broken and replaced. This would add alot more creative freedom when using fences and for a simple example building a lamp post near a wall wouldn't look like the post got fused into the poor villagers home.

    This.
    I was going to post a similar suggestion to just make them NOT connect to things like haybales, because when creating a barn, it looks terrible due to the fences connecting to haybales, but simply being able to remove connections would be an even better fix.
