Make it so you can't Grind stone netherite enchants

This will have a multitude of balancing changes,

First of all, Netherites enchantment level is very high making it really easy to get OP enchantments, and by disallowing the removal of bad enchants, can really balance it from being too easy to obtain. 

Instead, when you grindstone the armour, it scrapes of the netherite and returns back to diamond armour allowing the user (if they wanted) to recreate the armour/tools into netherite and try again.

    Uhhhh this sounds horribly frustrating for players, especially new players. If you like spending hours upon hours hunting for resource then sure, why not scrape all that work when you get a bad enchant. This mechanic would honestly make me hate the game. It's like fooling a new player into breaking diamond ore with a stone pick.

    Actually, Netherite has only 15 of Enchanting value, while Diamond has 10, and Gold has a whooping 25
