water enchant for bows

like there's an enchant for bows called "flame" that make arrows burn and set things on fire
i'd like an enchant for bows called "water" or something like that and it will make those arrows:
1: extinguish npcs that are on fire
2: deal more dmg to blazes
3: in the nether the arrows would be back normal after traveling 5-10 blocks mid air
4: would travel throu water better

  How about make it exclusive to crossbows? Give us another reason to use them over bows.
