    Are you saying that, when trying to log onto a multiplayer server with mods when you don't have them, a popup should appear prompting you to download said mods? 

    I don't know that Mojang can add the modloader itself, but maybe a folder for the server-admin to add the files and then a prompt for you to download them would be doable? 

    Still, that might be a security risk. What if a bad actor adds a virus? That could be why they haven't done this so far.

    According to friends of mine who have made mods for multiple games in the recent past, Minecraft is consistently hostile to mods. Every single major update (and maybe every minor update if we're unlucky enough) causes mods to break, whereas other sandbox games that I love (such as KSP) require only minor fixes between similar versions regarding the mods people make. But, if we had a built-in method of adapting mods for other versions and sub-versions, as well as for the purpose you propose, Minecraft's modding community would thrive 3-fold.
