I think a good way to make blue ice more unique and useful, would be to allow blue ice to store and emit some of light the light level of the surrounding blocks. This would also allow blue ice to, transmit there light levels to one another over a max distance of about 16 blocks, essentially making a way to transport light from one place to another.
This feature would allow players to do things like, make a trail of blue ice from outside to inside a building to light the the area with sky level light. Of course since this block only transmit light, this specific example would only light up during the day so it also wouldn't be overpowered.
This feature would also improve things like the ambiance of the iceberg biome; if a blue ice patch has access to the sky light it could transmit the light level to nearby Blue ice, some of which could light up underneath the icebergs which would look great.
This idea could of course replace the old idea of having blue ice emit it's own light level, (which didn't make much sense and looked kind of odd) with a mechanic that makes much more sense and would fit in the environment/game much better.
