Right click with a bucket on a tree that will be found in the jungle biome (or any tree). Once you right click, the bucket will be filled with liquid rubber. Heat the liquid rubber in a furnace and you'll get a balloon with no string, and then in the crafting table, put down the stringless balloon and put string under it to get your balloon.
The default balloon is white, but you can use dye to change the color using the crafting table, and if you take your balloon, and add glowstone powder in the crafting table, you can get a light up balloon (the color of the light up balloon will determine the color of the light).
Balloons will be able to be tied anywhere except for sand, dirt, and gravel. Also, when the balloon is placed down, you can right click with string to make the string of the balloon longer, which can make it sort of act like a beacon without light (or it can light up if you add the glowstone powder).
I feel like this would be a nice addition to Minecraft. It can add more color along with being useful for other things as well. But make sure you don't break the item it's tied to, or it can fly away if you're not inside!
