Permastorms - Controllable Weather

Super rare storm clouds called “Permastorms” will rarely generate in the sky. They create and simulate rain beneath them. There is also a snow variant, the “Snowy Permastorm.” When towered up to the player can shear parts of the cloud off and harvest permastorm blocks, which can then be placed anywhere to create artificial rain. You could have a room in your house where it rains, or use the rain to boost the speed of your fishing pond, or keep crops watered without having to take up a space in the ground, and fill up cauldrons automatically, and create riptide elytra tunnels in the overworld, have snow farms without the use of snow golems, prank your friends by piling snow all over there house, and much more!

    Seems kind of like a mod idea, but I think it could be implemented.

    This could happen a certain block is placed, ( which i'll call a weather block ) when the weather block is placed on top of specific blocks then the space in 5x9x5 rectangle centered on the block will have weather that pertains to the underneath block. Sand for no weather( even if rain is trying to come down on it)lapis block for rain and crafted snow blocks for snow, even more unnatural things could happen like a purpur block makes purple rain and netherack makes lava snow
