(server.properties) Disable players from pushing each other

In servers there are games that involve lengthy 1 block wide bridges at its heart, like bedwars, capture the flag, etc. Players being able to push their team in these games would not make sense.

I suggest a way to disable players from pushing each other in server.properties file, if not then it should be a /gamerule.

Hopefully this change will encourage servers to update to the latest Minecraft version instead of keeping version 1.8.9.
