Falling Blocks should be able to have the Slow Falling and Levitation effects

Currently if you have a Falling Block entity in the world and try to give it an effect using commands the error message "Falling Block cannot have effects" is displayed in chat. This makes sense for most effects since Falling Blocks don't behave like most entities, but the Slow Falling and Levitation effects SHOULD work on falling blocks as they only effect the gravity of an entity and nothing else.

    I agree. I also think that splash or lingering potions should affect them (If Levitation Potions ever get made) so then people on Survival can use them too.

    This would be great for making an elevator, by effecting the player at the same time!
