Make markers (renamed banners placed in the world) that are displayed on maps, part of a separate "layer" than the actual displayed landscape. So that both can rotate independently when it is placed in an item frame, making rotating maps more sense and more useful.
Maps that are placed on the floor or ceiling would "freeze" the rotation of the landscape to match the cardinal orientation of the world, and make the markers rotatable if you right click it. This would enable you to choose from which direction you'd like to read the text without affecting the map. But currently if you rotate a floor/ceiling map, you'd still be able to choose from which direction you'd want to read the text, however the landscape would rotate along and mismatch the orientation of the world, which confuses anyone trying to figure out where they are in relation to a rotated floor/ceiling map.
Maps that are placed on a wall would work the other way around; "freeze" the markers so they will always read left to right, and make the landscape rotatable if you right click it. This would enable you to choose from which direction you want to view the landscape, as the wall position is already dislocated from the world's cardinal orientation, and regardless of choice, be able to read the text normally. But currently if you rotate a wall map, you'd have to tilt your head or make a handstand to be able to read the text of any markers, which makes rotating wall maps completely useless.
