The farther away you get from your world spawnpoint, the stronger mobs get. The overall spawn rate would slowly increases, and stronger mobs (like endermen and witches) would spawn more often. Also, zombies and skeletons could have a higher chance of wearing armor.
I think this could be a good way to add more scale-able difficulty in the game. The more diamonds you get, the easier the game gets, so this could add some increased difficulty to keep the game challenging.
I feel like this should be the normal way the game works, but it could also be a gamerule that could be enabled.
