Speed should effect climbing speed

So currently the speed effect does nothing if you're climbing, which I don't think makes much sense, as it's a lot like running,  just vertically. So it should effect climbing speed.

    Yes this makes a lot of sense
    climbing ladders, scaffolding, vines, etc, should be faster when you have the speed effect.

    this shouldn't extend to mounts, things like minecarts or horses though the speed effect would have to be applied to them directly.

    if this was added it might also be good to add it with the speed effect affecting a elytra gliding speed maybe
    just throwing it out there
