I really like building structures out of ice/snow. It gives a really cool style for cold biomes when building structures, weither im playing in survival using a silk touch tool, or in creative to let go my imagination.
Howerver, whenever I want to do stairs or slabs, I must change my ice floors with quarts or some other white block. It kinda annoys me. I'd love to be able to have that consistency, and it would also make ice more appealing for decorating our bases.
Edit: where I live, there also is that hotel they rebuild every winter, where floors, walls, ceilings, furniture and even dishes and glasses, every single decoration, all the structure is made entirely out of ice. the hotel is rebuilt in a different style for every year, and carved by multiple artists. people can rent a room in the hotel(my parents did it last year). it is really cool, and it is something that can actually be done in the real world. so why not in Minecraft as well? :)
Edit 2: For the crafting recipe, I think it should remain as vanilla slab or stairs. Since ice is neither a wood nor a stone material, I don't know if stonecutter should apply to cut the blocks in slabs or stairs. Let me know if you think it should or not.
Also, just like regular packed ice and blue ice, it should require a silk touch tool to mine it, or the block wont be dropped.
For the snow block, it should require a shovel, and should drop snowballs instead
