wither enchantment book

This book will go on a sword and give entities attacked with it the wither effect for a certain amount of time. Treasure enchantment that can only be found in nether fortresses and one in one thousand chance for killing a wither skeleton. 50 percent chance to spawn when Wither is defeated. Mutually exclusive to fire aspect.
